Ο Τζέιμς Ερλ «Τζίμυ» Κάρτερ (αγγλ. James Earl "Jimmy" Carter) είναι Αμερικανός πολιτικός ο οποίος χρημάτισε 39ος Πρόεδρος των Ηνωμένων Πολιτειών (1977–1981) και ήταν ο παραλήπτης του βραβείου Νόμπελ Ειρήνης το 2002, ο μόνος Πρόεδρος των ΗΠΑ που έλαβε αυτό το βραβείο αφότου άφησε το αξίωμα του. Προτού γίνει Πρόεδρος, ο Κάρτερ υπηρέτησε ως αξιωματούχος του Ναυτικού των ΗΠΑ, ήταν αγρότης, υπηρέτησε δύο θητείες ως Γερουσιαστής της Τζόρτζια και μία ως Κυβερνήτης της Τζόρτζια (1971–1975).

Ως Πρόεδρος, ο Κάρτερ δημιούργησε δύο νέα κυβερνητικού επιπέδου υπουργεία (στα αγγλικά των ΗΠΑ ονομάζoνται departments, δηλαδή τμήματα): το Υπουργείο Ενέργειας και το Υπουργείο Εκπαίδευσης. Εγκαθίδρυσε μια εθνική ενεργειακή πολιτική που περιελάμβανε την διατήρηση, τον έλεγχο των τιμών, και τις νέες τεχνολογίες. Στα εξωτερικά ζητήματα, ο Κάρτερ επεδίωξε τις Συμφωνίες του Καμπ Ντέιβιντ, τις Συνθήκες του Καναλιού του Παναμά, τον δεύτερο γύρο των Συνομιλιών Περιορισμού Στρατηγικών Όπλων (SALT II), και επέστρεψε την Ζώνη του Καναλιού του Παναμά στον Παναμά.

Σε όλη την καριέρα του, ο Κάρτερ επίμονα έδινε έμφαση στα ανθρώπινα δικαιώματα. Ανέλαβε το αξίωμα του σε περίοδο διεθνούς στασιμοπληθωρισμού, ο οποίος παρέμεινε σε όλη τη θητεία του.
