Η κατοχή των κρατών της Βαλτικής αναφέρεται στη στρατιωτική κατοχή των τριών Βαλτικών κρατών, της Εσθονίας, της Λετονίας και της Λιθουανίας, από τη Σοβιετική Ένωση σύμφωνα με το πρωτόκολλο Μολότωφ-Ρίμπεντροπ του 1939. Η κατοχή ξεκίνησε τον Ιούνιο του 1940.[1][2] Μετά προσαρτήθηκαν στη Σοβιετική Ένωση ως ενωσιακές δημοκρατίες τον Αύγουστο του 1940 αν και οι περισσότερες δυτικές χώρες δεν αναγνώρισαν την ένταξή τους.[3][4] Στις 22 Ιουνίου 1941 η Ναζιστική Γερμανία επιτέθηκε στη Σοβιετική Ένωση και σε λίγες εβδομάδες κατέλαβε τα βαλτικά κράτη. Τον Ιούλιο του 1941 το Τρίτο Ράιχ ενσωμάτωσε την επικράτειά του στη Βαλτική στο νέο Ραϊχσκομισαριάτ Όστλαντ. Το 1944, μετά τη Βαλτική εκστρατεία του Κόκκινου Στρατού, η Σοβιετική Ένωση ανακατέλαβε το μεγαλύτερο μέρος των βαλτικών κρατών, παγιδεύοντας τις εναπομείνατες γερμανικές δυνάμεις στην Κουρλάνδη μέχρι τη παράδοσή τους τον Μάιο του 1945.[5] Η σοβιετική "προσάρτηση-κατοχή" (γερμανικά: Annexionsbesetzung‎‎) ή κατοχή sui generis[6] των βαλτικών κρατών διήρκεσε μέχρι τον Αύγουστο του 1991, όταν οι τρεις χώρες ανέκτησαν την ανεξαρτησία τους.

Τα βαλτικά κράτη,[7][8] οι Ηνωμένες Πολιτείες[9][10] τα δικαστήρια των ΗΠΑ,[11] το Ευρωκοινοβούλιο,[12][13][14] το Ευρωπαϊκό Δικαστήριο Ανθρωπίνων Δικαιωμάτων[15] και το Συμβούλιο Ανθρωπίνων Δικαιωμάτων των Ηνωμένων Εθνών[16] έχουν δηλώσει ότι αυτές οι τρεις χώρες κατελήφθησαν, προσαρτήθησαν και ενσωματώθηκαν παράνομα στη Σοβιετική Ένωση υπό διατάξεις του[17] συμφώνου Μολότωφ-Ρίμπεντροπ του 1939. Ύστερα ακολούθησε κατοχή από τη Ναζιστική Γερμανία από το 1941 έως το 1944 και μετά κατοχή από τη Σοβιετική Ένωση από το 1944 έως το 1991.[18][19][20][21][22][23][24][25] Η πολιτική της μη αναγνώρισης συνέβαλλε στην άνοδο της έννοιας της νομικής συνέχειας των Βαλτικών κρατών. Σύμφωνα με αυτή την έννοια, τα βαλτικά κράτη ήταν ντε γιούρε ανεξάρτητα, δηλαδή ήταν ανεξάρτητα κράτη υπό παράνομη κατοχή από το 1940 έως το 1991.[26][27][28]

Το 1989, λόγω ενός αναθεωρητισμού στη σοβιετική ιστορία που ξεκίνησε στην εποχή της περεστρόικα, η Σοβιετική Ένωση κατήγγειλε το μυστικό πρωτόκολλο του 1939 ανάμεσα σε αυτήν και τη Γερμανία.[29] Ωστόσο, η Σοβιετική Ένωση δεν αναγνώρισε την παρουσία της στη Βαλτική ως αποτέλεσμα προσάρτησης ή κατοχής[30] και θεωρούσε την Εσθονική, Λετονική και Λιθουανική ΣΣΔ ως 3 από τις 15 δημοκρατίες της Ένωσης. Το 1991 η Ρωσική Σοβιετική Ομοσπονδιακή Σοσιαλιστική Δημοκρατία αναγνώρισε τα γεγονότα του 1940 ως "προσάρτηση".[31] Η εθνικιστική-πατριωτική[32] ρωσική ιστοριογραφία, καθώς και τα σχολικά βιβλία της Ρωσίας, συνεχίζουν να αποδέχονται τη θεωρία ότι τα βαλτικά κράτη εντάχθηκαν εθελουσίως στη Σοβιετική Ένωση και ότι οι λαοί τους έκαναν σοσιαλιστικές επαναστάσεις χωρίς σοβιετική επιρροή.[33]

Η μετασοβιετική κυβέρνηση της Ρωσικής Ομοσπονδίας και οι αξιωματούχοι της θεωρούν ότι η προσάρτηση των βαλτικών κρατών έγινε με βάση το διεθνές δίκαιο[34][35] και ότι η προσάρτηση έλαβε ντε γιούρε αναγνώριση στις συμφωνίες της Γιάλτας τον Φεβρουάριο του 1945 και τις συνεδριάσεις του Πότσδαμ τον Ιούλιο-Αύγουστο 1945, καθώς και στις συμφωνίες του Ελσίνκι το 1975,[36][37] οι οποίες τόνιζαν το απαράβατο των υπαρχόντων συνόρων.[38] Ωστόσο, η Ρωσία συμφώνησε να βοηθήσει στο ευρωπαϊκό αίτημα "για παροχή βοήθειας σε άτομα που απελάθηκαν από τα κατεχόμενα Βαλτικά κράτη" κατά την ένταξη της στο Συμβούλιο της Ευρώπης το 1996.[39][40].[41] Επίσης, η Ρωσική Σοβιετική Ομοσπονδιακή Σοσιαλιστική Δημοκρατία υπέγραψε ξεχωριστή συμφωνία με τη Λιθουανία το 1991, αναγνώριζε την προσάρτηση του 1940 ως παραβίαση της κυριαρχίας της Λιθουανίας και αναγνώριζε την ντε γιούρε συνέχεια του λιθουανικού κράτους.[42][43]

Οι περισσότερες δυτικές κυβερνήσεις ισχυρίζονταν ότι η κυριαρχία των βαλτικών χωρών δεν καταπατήθηκε νόμιμα[44] και επομένως συνέχιζαν να αναγνωρίζουν τα Βαλτικά κράτη ως νόμιμες πολιτικές οντότητες που εκπροσωπούνταν από τις αποστολές που διορίστηκαν από τα Βαλτικά κράτη κατά τον μεσοπόλεμο. Οι αποστολές λειτουργούσαν στην Ουάσινγκτον και αλλού.[45][46] Τα βαλτικά κράτη επανέκτησαν την ντε φάκτο ανεξαρτησία τους το 1991 κατά τη διάρκεια της διάλυσης της Σοβιετικής Ένωσης. Η Ρωσία άρχισε την απόσυρση των στρατευμάτων της από τη Βαλτική (ξεκινώντας από τη Λιθουανία) τον Αύγουστο του 1993 και η απόσυρση των στρατιωτών ολοκληρώθηκε τον Αύγουστο του 1994.[47] Η Ρωσία τερμάτισε επίσημα τη στρατιωτική της παρουσία στη Βαλτική τον Αύγουστο του 1998 με την απενεργοποίηση και κατεδάφιση του σταθμού ραντάρ Σκρούντα-1 στη Λιθουανία. Οι κατεδαφισμένες εγκαταστάσεις επαναπατρίσθηκαν στη Ρωσία και ο χώρος επέστρεψε στη Λετονία, με τον τελευταίο Ρώσο στρατιώτη να εγκαταλείπει τα Βαλτικά κράτη τον Οκτώβριο του 1999.[48][49]

Αριστερά είναι οι σφαίρες επιρροής Γερμανίας και Σοβιετικής Ένωσης σύμφωνα με το πρωτόκολλο Μολότοφ-Ρίμπεντροπ. Δεξιά είναι η πραγματική αλλαγή των συνόρων το 1939-1940 υπέρ της Γερμανίας και της Σοβιετικής Ένωσης.

Το πρωί της 24ης Αυγούστου 1939, η Σοβιετική Ένωση υπέγραψαν ένα σύμφωνο μη επίθεσης δεκαετούς διαρκείας, το σύμφωνο Μολότωφ-Ρίμπεντροπ. Το σύμφωνο περιείχε ένα μυστικό πρωτόκολλο που διαιρούσε τα κράτη της Βόρειας και Ανατολικής Ευρώπης σε γερμανικές και σοβιετικές σφαίρες επιρροής.[50] Στον βορρά, η Φινλανδία, η Εσθονία και η Λετονία τοποθετήθηκαν στη Σοβιετική σφαίρα επιρροής.[50] Η Πολωνία ήταν χωρισμένη σε γερμανική και σοβιετική σφαίρα επιρροής, ενώ σχεδιαζόταν και ο διαμελισμός της Πολωνίας στο γεγονός του "πολιτικού επανακανονισμού" της. Συγκεκριμένα: οι περιοχές ανατολικά των ποταμών Νάρεφ, Βιστούλα και Σαν θα προσαρτούνταν στη Σοβιετική Ένωση και η Γερμανία θα προσαρτούσε όλες τις περιοχές δυτικά των ποταμών αυτών.[50] Η Λιθουανία, η οποία γειτνίαζε με την Ανατολική Πρωσία, ανήκε στη γερμανική σφαίρα επιρροής. Ωστόσο ένα δεύτερο μυστικό πρωτόκολλο μετέφερε το μεγαλύτερο μέρος της Λιθουανίας στη Σοβιετική Ένωση.[51] Σύμφωνα με αυτό το μυστικό πρωτόκολλο, η Λιθουανία θα επανακτούσε την ιστορική της πρωτεύουσα, το Βίλνιους, το οποίο βρισκόταν υπό τον έλεγχο της Πολωνίας.

Μετά το τέλος της σοβιετικής επέμβασης στην Πολωνία στις 6 Οκτωβρίου, οι Σοβιετικοί πίεσαν τη Φινλανδία και τα βαλτικά κράτη να υπογράψουν συμφωνίες αμοιβαίας βοήθειας. Οι Σοβιετικοί αμφισβήτησαν την ουδετερότητα της Εσθονίας μετά την απόδραση ενός πολωνικού υποβρυχίου στις 18 Σεπτεμβρίου. Στις 24 Σεπτεμβρίου, ο εσθονός υπουργός εξωτερικών δέχτηκε τελεσίγραφο από τη Μόσχα. Οι Σοβιετικοί ζητούσαν την υπογραφή συμφωνίας αμοιβαίας βοήθειας, η οποία θα οδηγούσε στην ίδρυση στρατιωτικών βάσεων στην Εσθονία.[52][53] Οι Εσθονοί δεν είχαν άλλη επιλογή από το να δεχθούν την εγκατάσταση ναυτικών, αεροπορικών και στρατιωτικών βάσεων σε δύο εσθονικά νησιά και το λιμάνι του Παλντίσκι.[52] Η αντίστοιχη συμφωνία υπεγράφη στις 28 Σεπτεμβρίου για να ακολουθήσει η Λετονία στις 5 Οκτωβρίου και η Λιθουανία στις 10 Οκτωβρίου. Οι συμφωνίες επέτρεψαν στη Σοβιετική Ένωση να εγκαταστήσει στρατιωτικές βάσεις στις επικράτειες των βαλτικών κρατών για τη διάρκεια του ευρωπαϊκού πολέμου[53], ενώ δέχτηκαν τη στάθμευση 25.000 σοβιετικών στρατιωτών στην Εσθονία, 30.000 στη Λετονία και 20.000 στη Λιθουανία ξεκινώντας από τον Οκτώβριο του 1939.
